The travellers arrived on the patch of land close to the motorway bridge on the B4379 early last week.
They were served with notice to leave the site but have not yet left.
Shropshire Council is now taking legal steps to get them removed.
John Taylor, Shropshire Council's gipsy liaison officer, said: "We have been in contact with this group and served notice on them to leave the site, which expired last Thursday.
"We are now seeking possession of the land through the county court."
Earlier in April, travellers set up an illegal camp close to Halesfield 8, on the A4169 which leads to Shifnal, but recently left.
