The tree fell blocking Stanley Lane in Bridgnorth just after 7.30pm on Saturday forcing drivers to take diversions around the area.
A resident of nearby Bramble Ridge said it was a "miracle" no-one was hurt.
He said: "There have been a lot of high winds here and one of the oak trees came down and smashed on to the pavement and through a fence across the road.
"It was a miracle that no-one was actually there at the time. It would have killed them, it really is a massive tree. I had spoken to a lady who said there were children walking just 100 yards away a few minutes earlier."
