The subject of player salaries was a hot topic of debate at last week's Football League annual meeting in Cyprus.
Previously, League Two clubs were able to spend 60 per cent of their annual turnover on wages.
But under a new system agreed in Cyprus – called the Salary Cost Management Protocol – that has been reduced to 55 per cent and introduced at League One level as well.
"In conversations with a lot of people in Cyprus, there is debt at various Football League clubs and it can't continue," said Turner.
"Whether clubs will stick with that policy remains to be seen but we will only be prepared to pay players what we think they are worth."
Meanwhile, Shrewsbury are on a Carling Cup collision course with one of the Championship big boys.
Town have been moved from the southern to northern section for Thursday's round one draw and will meet one of 17 seeded teams.
They include Blackpool, who were relegated from the Premier League last season, Steve McLaren's Nottingham Forest, Middlesbrough and Leeds.
