As Aldershot's 28-year-old striker Marvin Morgan emerged as a target for a permanent move, Turner hasn't ruled out loan signings after successful stints for Mat Sadler and David Davis last season.
Sadler has still yet to finalise his future after being released by Watford at the end of his season-long loan from Town.
And Turner has refused to rule out approaching Wolves over taking midfielder Davis for a second loan stint.
But the Town boss has confirmed bringing in players from a higher level on loan is an option.
"I've spoken to a couple of Premier League managers who have indicated they would like young players to do pre-season with them, see how it goes and then there is a thought they would let them out on loan," said Turner.
"We have got a partial agreement – nothing more than that – with certainly one Premier League club to allow a player to come to us, and possibly two."
On the subject of 20-year-old Davis, he added: "I wouldn't rule David out. I think he did a very good job.
"I haven't spoke to Wolves about him but I think he is a decent player."
Morgan, who has scored 28 times in 89 starts for Aldershot, is understood to be a leading target for Town.
They are sure to be in the market for a striker after the departure of Matt Harrold to Bristol Rovers.
Talks with winger Jon Taylor are understood to be on-going after the player – who is believed to be attracting interest from Scottish clubs including Motherwell – met Turner yesterday.
Meanwhile, Town's squad will have a short stint at RAF Shawbury during their pre-season programme.
"David Hughes has taken the youth team out there for team building, bonding and hard work so we have decided we would have three days and two nights there," confirmed Turner.
"We will do a lot of hard work and create a bit of team spirit."
