The club's chief executive was speaking after a final day of business which saw Wolves send out another of their young prospects, former Shrewsbury Town loan midfielder David Davis, to SPL side Inverness on a temporary deal but fail to bring in further recruits to satisfy the ever-expectant Molineux public.
But Wolves' summer strategy of cutting adrift surplus players while focusing on hand-picked recruits Jamie O'Hara, Roger Johnson and keeper Dorus De Vries saw the club execute all its plans while keeping its pledge to supporters.
"We said all along we would not sell our best players regardless of what was happening in the market and we've kept to our word," said Moxey today.
"Mick (McCarthy) is happy with his squad and we were not going to add players just for the sake of adding them.
"We had a big excess of players we had to deal with and we have done that too. All the players we planned to move on, either on loan or through sales, have moved on.
"We may have looked to find Sam Vokes an opportunity to develop still further away from the club but we are quite happy, equally, to have Sam here continuing his growth as a player. He is still young and improving all the time.
"But we've got our other young players out in the Football League getting first-team experience and that was another important aim.
"We have done exactly what we intended to do and that has been good business for the club."
Moxey confirmed Wolves had "one or two sniffs" at a late addition on loan which may have interested them and also pondered adding to their front line following injury to Sylvan Ebanks-Blake.
"We felt that Steven Fletcher, Kevin Doyle and Sam offered us the options we required, as well as the flexibility of Stephen Ward, to cover that absence."
