Constable Lance Williams, a dog handler with Dyfed Powys Police, was found by fellow officers called to his home in Oxford Road, Llandrindod Wells, following a report that a woman had been injured.
A 36-year-old woman, believed to be Mr Williams's wife Wendy, had suffered cuts to her hands and was taken to hospital.
A neighbour said he had heard screaming and then saw the couple's two children and another child, leaving the house in a state of shock, following the incident on Monday at about 5pm.
John Brooks, 81, said: "I just heard screaming. At first I thought it was children playing, but then the screaming was harsh, and not like squealing children.
"It was repeated with every breath. It went on for a little while. I had a look and saw three children coming out, supporting one another. The children looked traumatised, very much so."
Mr Brooks said a girl, who is about 11, and a boy, thought to be about nine, and their friend were comforted by neighbours before emergency services arrived.
Alistair Syme, Wales Ambulance Service spokesman, said they treated the woman before taking her to Llandrindod Wells Hospital.
Peter Taylor, Powys coroner's officer, said a post mortem was carried out on Mr Williams's body yesterday and an inquest was due to be opened and adjourned this morning.
A force spokeswoman said the injured woman had received medical attention and was now at home with her family.
