A woman, 36, believed to be his wife Wendy, was taken to hospital and treated for lacerations to her hands.
The inquest was opened yesterday by the deputy coroner for Powys, Peter Maddox, who heard he had died of "pressure to the neck in keeping with hanging".
The time of death was recorded as just after 5pm.
Neighbours comforted the couple's two children, believed to be a boy and a girl aged about 11 and nine after they were found screaming in the street.
Dyfed Powys Police confirmed the death of Constable Williams was being treated as non-suspicious.
Neighbours described Constable Williams as a well-liked unassuming character who appeared to be a happy family man.
Anne Griffiths, said: "We are all just in a state of shock. They were a lovely family. He was nice and quiet and would always give you a wave when he passed. He was conscientious and obviously loved his kids."
Russell Latcher, who runs RJS Car Body Repairs in Oxford Road, said: "We saw all the police cars come by on Monday and at first we thought they were chasing somebody.
"But when they all stopped outside his house we realised something serious must have happened. I know that his wife was taken to hospital, but apparently she wasn't badly injured."
