Stephen Bentley had already wrestled one man to the ground in a bid to prevent him escaping with cash from the post office and stores in Waters Upton, near Telford.
Mr Bentley, Telford & Wrekin Council member for Ercall Magna, said the burglary happened as he was distracted while serving. "There was a figure that was crouching," he said.
"I asked him what he was up to and he took a run at me.
"I grabbed hold of him and wrestled him to the ground. He got away and jumped into a waiting car. I tried to stop the car from going but they just drove it at me. I was pushed out of the way.
Mr Bentley had to be treated for minor injuries following the raid yesterday, at about 4.20pm. He said during the scuffle the offender's shirt was ripped open.
Police today said one person was in custody and helping with their inquiries.
The main store was closed this morning but staff opened a room next door for customers.
Mr Bentley said he felt angry at what had happened. He added: "We've had a number of calls from members of the community this morning wishing us well."
Katrina Baker, Mr Bentley's partner, who was in the shop at the time, said: "It's just devastating for the local people. It was obviously very shocking and the trauma of it just keeps coming back."
Detective Sergeant Andy Garrett said: "We've launched a detailed investigation into this incident. We have one man in custody and are currently looking for up to three men in connection with the offence. We are keeping an open mind, but initial inquiries suggest individuals from outside the Telford & Wrekin area.
"We would like to speak to anyone who witnessed this incident or anyone who saw a silver BMW acting suspiciously in the Waters Upton area yesterday afternoon.
"We would also be keen to hear from anyone who saw a bare-chested male in the area between 4.15-5pm."
