The incident happened on a footpath across fields between Legges Way and Summerhill, Madeley, Telford, at about 1am yesterday.
Chris Ammonds, spokesman for Telford Police, said: "The victim has not been physically harmed by this incident but is extremely shaken by it.
"It goes without saying that we are very keen to trace the man that grabbed the victim and she has been able to give us a description of him.
"She describes him as being black, aged between 20 and 35 and around 5ft 8in tall.
"She also believes that he was wearing dark clothing - possibly a tracksuit - and had a hood up over his head.
"Anyone who believes they may have information about this incident is asked to contact officers in CID in Telford on 08457 444 888."
