The food outlet has not opened for business yet but is within the part lottery-funded redevelopment of The Mere unveiled last month.
In its business plan, released under Freedom of Information rules, the council anticipates a loss in its first year – when it will open in the daytime only – but estimates an annual profit of £33,400 once the restaurant opens for evening meals.
A council spokesman said: "As with any new operation, the business plan remains fluid and it is hoped a surplus will be achieved in its first full year of operation."
