Town clerk Robert Robinson revealed today the 19 outlets had already been snapped up.
And this week's town council heard the Burgess Lands Trust, a local charitable trust, had agreed to provide the £85,000 needed to fund the initiative.
Mr Robinson said planning permission had already been obtained for the scheme and work would start on October 3.
The scheme will complement the £1 million revamp of the town hall.
