Mr Keynes is to carry out the dedication at 4pm.
The ceremony will take place following a conference at Theatre Severn focusing on how public art and culture helps regeneration.
Speakers will draw on examples including a number of well-known projects such as the Angel of the North.
The budget for the sculpture, which has divided opinion in the town, has risen to £450,000 - £100,000 more than originally planned.
