She said that positive discussions were also ongoing with a number of national retailers to fill the new shop units by summer next year.
"Progress has been slower than expected due to the uncertain economic environment but the development team firmly believes that formal agreements will be in place in the next few months," she said.
"This Tesco will be a zero-carbon building and in addition to a wide range of Tesco food products, there will be a range of clothes, CDs, household goods and more.
"The petrol filling station will be open daily between 7am and 10pm and the store will be open between 7am and 10pm Monday to Saturday and between 10am and 4pm on Sundays," she said.
Councillor Estelle Bleivas, the Mayor of Welshpool, added: "The town council has supported the new retail park and one way system following much public consultation.
"I look forward to spring next year when everything will be completed."
A 24-hour helpline has also been set up for anyone experiencing any problems with the new Tesco and one-way system work in the town. Work on the one-way system started last month and is expected to be completed by December 6.
The work is being done in a way to ensure that there is minimal disruptions and minimal use of traffic controls but anyone experiencing problems should call 07516 297989.
