The youth, 16, was issued with a £50 fixed penalty notice and a Welshpool Behave or Be Banned (Bobb) order which means he will not be able to enter any of the town's pubs.
Sian George, Dyfed-Powys Police spokeswoman, said the matter of underage drinking had been highlighted as a priority in the town and officers were working hard to crack down.
She said: "The local police in Welshpool has stepped up their purge on underage drinkers and this week issued a £50 fixed-penalty notice to a 16 year old.
"The youngster also received a Pubwatch ban via the Welshpool Behave or Be Banned (Bobb) scheme and licensees in the Welshpool area have been reminded to be vigilant and challenge 21 Proof-of-Age checks and the use of false identification.
"Under-age drinking has been highlighted as a police priority for the area in which licensing enforcement checks will be conducted over the Christmas period to ensure compliance of the licensing laws."
