Robert Robinson, town clerk, said: "We were one week away from completion of the road but now it won't meet the new January 12 start date for the one way system."
The system had been delayed from an early December start after gas main work needed closure of Church Street and more extensive excavations than planned.
But the prolonged bad weather has created new delays with kerbing on site frozen up and surfacing of the new link road being severely hampered.
"It was a week away from being completed but not with this weather," said Mr Robinson. "Full details of how the implementation of the system will take place will be published early in the new year.
"The Tesco store will not open until the one way system is fully in place."
