Organisers of Cleobury Country Fringe Festival want to run events over four weekends in September.
But Geoff Hainsworth, fringe committee chairman, said this year's event would have to go ahead without a subsidy from Cleobury Mortimer Parish Council, which last year provided £5,000 to help get it off the ground.
He said unless more cash could be found locally the number of events may be cut.
Committee members will meet on Monday to discuss this year's event.
Mr Hainsworth, who also sits on the parish council, said: "I have to admit cash is an issue and we are struggling with what we can do."
He said: "We are now looking to residents and businesses to help out. Last year the parish council sponsored us but with everybody being so strapped for cash we won't have that funding this year."
