Councillor Sarah Millington, of Llandrindod Wells, said she feared people would struggle to find jobs.
She said: "It is a massive loss to the town in terms of regeneration and I hope a buyer can be found soon.
"Dozens of families will now be left struggling to cope and most will be left with no other option but to go on benefits."
Llandrindod Wells mayor Councillor Gary Price said the Mid Wales economy had been completely destroyed by the recession.
"It is an absolute tragedy that 66 jobs are to be lost at IXL and the impact on the town and its economy is going to be felt for years to come," he added.
One worker, who did not wish to be named, said the news had come as a complete shock to the employees.
"We knew things weren't too good but we didn't know this would happen, especially so soon," he said.
