Tesco bosses today said they were still considering whether to fight for permission to build a store in Tenbury Wells.
Plans for a store on the cattle market site in the town were thrown out by a meeting of Malvern Hills District Council planning committee at a meeting in early January.
Today Sophie Akokhia, corporate affairs manager for Tesco, said: "Members of the development team are continuing to discuss options.
"We still believe that site is the best possible one. There's no doubt that Tenbury needs a new store and we are committed to meeting the needs of local shoppers."
She said they were expecting to make a decision over whether to appeal in the coming weeks.
The proposals would create a store with a sales area of 1,453 square metres along with 101 parking spaces.
Tesco had to resubmit the plans for the cattle market site after running into problems in July.
The proposals have split opinion in Tenbury Wells and the surrounding area with some strongly opposed and others in favour. More than 80 people attended the planning meeting in January to hear the decision.
