Welshpool's new one-way system is to be resurfaced - just days after opening.
The new road, which has been created through Church Street car park, is to be relaid in the next few days.
It comes as motorists using the new road layout raised concerns about loose gravel and raised drain covers.
But town clerk Robert Robinson said the plan had always been to finish off the road later this week following its opening on Monday.
He said the one-way system had to open on Monday and roadworks would continue to perfect the system until March 14 - the day Tesco opens.
One motorist, who did not wish to be named said: "There is gravel loose already -I don't know if it needs resurfacing or what, but it seems like it is already damaged."
Brian Paul, from Oswestry, said: "I thought it was quite dangerous with loose stones and a drain cover that is raised above ground level."
But Mr Robinson added: "We had to get the system open on Monday and the reason why they think the road isn't finished is simply because it isn't.
"We are set to resurface it any time now and finish it off. There are also other roadworks to help finish off the system for traffic islands.
"The main thing is Mill Lane will be open on Friday after it has been closed after a drain collapsed and the roadworks will all be gone by March 14 to allow Tesco to open."
Signs which have been placed on pavements, forcing wheelchair users and parents with pushchairs into the road, will also be removed and re-sited.
Mr Robinson said: "Monday was chaotic and I apologise for the delays which were around 20 minutes at some parts of the day.
"However, by Tuesday, things seemed to be working well, but it is a situation that I will continue to monitor over the coming days.
"There are a few moments and incidents where it seems things are grinding to a halt again, but we are ironing all these out now."
