Councillors in Tenbury Wells have unanimously opposed plans to build 94 homes in the town.
The outline plans for a site off Oldwood Road came under fire at an extraordinary meeting of Tenbury Town Council last night.
Members raised concerns over the size of the development and the impact it would have on the infrastructure of the town.
They also claimed it would exceed a Government allocation for 120 new homes by 2025, after a nearby scheme for 34 homes was approved before Christmas.
The plan was put forward by Worcester-based firm Marsten Developments. The councillors' recommendation will go forward to Malvern Hills District Council.
