A man and a woman have received a police caution after admitting possessing cannabis.
The police raid was the culmination of three to six months of work, codenamed Operation Bubble.
Shocked residents of the Swan Lane area saw police force their way into flats using chainsaws and battering posts.
A convoy of more than 40 police vehicles had entered Oswestry at 9am yesterday to carry out the raids.
The 12 people were arrested for possession, suspicion of possession, and possession with intent to supply drugs relating to GHB/GHL.
Another man, was arrested in Cardiff yesterday on suspicion of being involved in the production, importation and supply of GHB/GBL and released on police bail.
