Eirios Hall, head of Ardwyn Nursery and Infants School, in Welshpool, will now be given the right to appeal the decision.
Council bosses said today they could not divulge why the headteacher had been dismissed until the "conclusion of all proceedings".
Mrs Hall left her post in February last year pending the outcome of an investigation by Powys County Council. Parents had been becoming concerned about the length of Mrs Hall's suspension, with many fearing that her absence was having an impact on the Welsh language culture of the school.
Councillor Stephen Hayes, the council's cabinet member for learning and leisure, said: "I can confirm that the disciplinary committee of the governing body at Ardwyn Nursery and Infants School, Welshpool, has recommended that Mrs Eirios Hall should be dismissed from her post as headteacher at the school. Mrs Hall has a right of appeal and should she exercise her right of appeal, she will remain in post but on suspension until after her appeal."
