Councillors in Welshpool will decide whether or not to support a planning application to build three new retail outlets and a cafe on part of the town's Church Street car park on Wednesday.
The plans, which have been submitted by J Ross Development of Oswestry, also include the provision of an ancillary car park and servicing yard.
But anticipated plans for a bus station as part of the development have not materialised.
Robert Robinson, town clerk, said he had no idea which way councillors would vote.
He said: "The town council would have liked to have seen proposals for a bus station in the plans but unfortunately it is not.
"The application will be discussed in detail at our planning meeting on Wednesday at 6pm in the town hall."
