Officers burst into the house in Park Lane Avenue, Madeley, just after 8.30am.
They discovered a 'significant' number of plants growing in a number of rooms, including the loft.
Police were this afternoon dismantling the hydroponics system used to grow the drugs and removing the 38 plants from the property.
The potential street value is estimated to be about £38,000. Nobody has been arrested.
Sergeant Louis Hylton, who led the raid for West Mercia Police, said the raid came about following a tip-off from a member of the public.
He added: "The Madeley local policing team, along with support from other officers, visited the address to execute a drugs warrant.
"A significant number of cannabis plants – some growing in liquid – were discovered. The plant growth ranges from small cuttings a few weeks old to mature plants about 1m tall.
"There was some concern that the electricity had been tampered with so we had to call out an electrician to ensure that the property was safe before we carried out any investigative work.
"That has been done so we were able to dismantle the hydroponics system and we will seize all of our findings for further forensic examination."
