The authority has appointed a committee, led by Councillor David Jones, to carry out a full review of the one-way system.
Councillor Jones said the review was taking positive steps forward and he hoped to make a recommendation on what changes needed to be made to the system, over the next few months. And he added that the possibility of completely changing the system had not been ruled out.
"We will be asking ourselves whether we need to tweak the existing system, but unfortunately it will all come down to who pays for it to be done," he said.
"I've received many complaints about the current system with many people concerned that there will be a serious accident if changes are not made soon."
He added: "I am not convinced it is the best system for Welshpool and I believe it's causing a lot of problems."
He said he hoped to come up with a recommendation for the council's cabinet within the next few months.
