The crash happened at the Trench Lock Interchange on the A442 at about 10.10am blocking part of the road and causing long tailbacks.
Wes Shutt, watch manager at Wellington Fire Station, said 12 firefighters had to use specialist equipment to free one of the cars from under the side of the lorry.
He said it appeared a Renault Laguna was in collision with a Fiat before spinning and going into the side of the lorry.
Mr Shutt said: "We made the vehicles safe and removed one vehicle from under the bed of the HGV. We used a winch from the rescue tender."
Diversions were put in place as emergency services closed the road to deal with the incident.
The driver and a passenger in the Laguna suffered minor injuries and had to be taken to hospital. Chris Kowalik, from West Midlands Ambulance Service, said: "A passing crew came across the collision and they stopped. They then called for a second ambulance crew to attend.
"There were two walking wounded with minor injuries and they were both taken to Telford's Princess Royal Hospital. One was a man in his 60s."
Denise Wakefield, spokeswoman for Telford police, said: "Traffic was diverted for an hour."
