Several streets in Woodside and Madeley were affected and lost power at 11am for more than 20 minutes while engineers from Western Power Distribution worked to repair the problem.
Ellie Ballinger, 20, was at a friend's house in Woodside when they lost power.
She said: "At first we thought it was just the electricity that had gone, then we realised the meter was off as well and all the burglar alarms started going off. It came back on about 20 minutes after."
Pami Mandair, for Western Power Distribution, said: "Approximately 1,100 customers were affected at 11am and 1,000 were restored within the hour and the remainder were on by 1pm."
