Berriew Road, in Welshpool, was closed at about 10.45am yesterday after the collision, and remained closed until shortly before 4pm.
A spokeswoman for Dyfed-Powys police said there were fears the building could be unsafe.
Officers went to the scene and closed the road. The matter was then passed to the highways and local authority.
An appliance from Welshpool Fire Station was sent to help secure the scaffolding.
