Telford care home is told it has to improve

A care home in Telford for people with learning disabilities has been told it must improve – although its staff were praised for being "kind and caring".

The report for Carwood Residential Home in Stirchley was one of nearly 60 made public after the latest batch of inspections by the Care Quality Commission.

It has been given a "requires improvement" rating, one up from the worst, "inadequate".

An inspection team visited Carwood in January this year. Inspectors said there was "not always enough staff available" to ensure people were adequately supervised to keep them safe from harm.

But it praised the staff who did work there, saying workers were "kind and caring" and that people living there were treated with respect.

Inspectors said all but one person they spoke to said they felt safe at Carwood. Visitors also had no concerns, the report said.

It added: "The person also told us about a recent incident that had resulted in them sustaining an injury by another person they lived with.

"Discussions with staff and managers identified the incident had occurred when the two people had been left unsupervised for a short period of time while the member of staff supporting them had popped out with another person to get a take away meal.

"We saw the incident had been recorded and referred into the local authority's safeguarding adult process.

"We were advised by the local authority that this did not proceed to an investigation and a review of the person's care was undertaken."

Another care establishment – Glanmore in Wellington, Telford – was rated "good".

Under CQC's new programme of inspections, all of England's adult social care services are being given a rating according to whether they are safe, effective, caring, responsive and well led.

Sue Howard, interim deputy chief inspector for adult social care in the region, said: "People are entitled to services which provide safe, effective, compassionate and high quality care.

"If that is what we find on inspection – we give the service a rating of good, or outstanding.

"Where we find that services are not good enough, we will give a rating of requires improvement or inadequate."

"If we find that a service requires improvement, we will expect them to provide us with a full plan setting out how they will address the issue."
