The service was being held at Shrewsbury Abbey at 4pm today.
Glen Perkins, founder of the Action for Ashes campaign group, said: "I think it will be an emotional day for all of us and it brings the past 12 months into context, as well as allowing us to remember the children as children."
The Rev Paul Firmin, vicar of Shrewsbury Abbey, will speak, as will Rhiannon Davies and Mr Perkins' daughter Ellie, 11.
