Businesses in Fish Street have complained that gas works taking place outside their premises were making the historic street look like a "building site" and putting off shoppers.
The work to replace gas pipes in the town centre got under way this month and is expected to last for another nine weeks.
Ross Callaghan, from the Art Vaults Gallery in Fish Street, said the street outside the gallery had become a car park for vans.
Mr Callaghan said the vans being parked up had caused people to struggle to get past, with some people actually avoiding the street altogether.
