Many users experienced little or no service in the SY1 area of the town and were only able to make emergency calls on their handsets.
Others had irregular network coverage throughout much of the day.
The company - which has pledged to provide 4G coverage to 95 per cent of the country's landmass by 2020 - said it was carrying out upgrades in the area to improve coverage and performance.
An EE spokeswoman said: “Our engineers have been upgrading a local site in order to deliver an even better 4G service to the Shrewsbury area.
"We apologise for any inconvenience these works may have caused.”
The work was due to be completed by 7pm when coverage should have returned to normal.
