A number of deaths have been reported at The Mere in Springfield, Shrewsbury, with concerns raised that the fish might have been poisoned.
It comes after an investigation was launched after thousands of bloated dead fish floated to the surface of Holmer Lake in Telford back in August.
Sutton councillor Rosemary Dartnall moved to allay fears of contamination.
However, she warned of the dangers of taking parasite-riddled fish from the pool and that people feeding ducks there may have contributed to the problem.
She said: “Many residents have been in touch about the worrying fish deaths at the pool. There are natural reasons behind the lack of oxygen in the water. And there's no pollution event involved, meaning no contamination.
“A solution will take time. At present what's clear is autumn leaf fall this year has covered the surface, limiting oxygen and light into the water beneath. Progressive years of leaf fall has led to heavy silt at the base of the pool - each year the leaves decompose and sink into the water. The water now contains less oxygen than the fish need to thrive.
“The fish cannot be removed because they have parasites. Feeding bread to the ducks and swans may be a problem.
“Shrewsbury Town Council is working to resolve the situation.”
