West Mercia Police PC Rob Hughes posted on Telford and Wrekin Police's Facebook page today (Monday) reporting the incident that occurred as officers were travelling to court in Shrewsbury.
The post said PC Fox, who was driving a police van, was overtaken by a Hyundai that reached speeds as high as 91mph.
Officers also said a tyre on the car was found to not have sufficient tread depth and the driver was also not on the car's insurance policy.
The vehicle was seized and the driver was reported.
Officers said the driver was confused as to why officers stopped him and claimed his speedometer might have been broken.
The post said: "While travelling to court in Shrewsbury, PC Fox was overtaken by a Hyundai, the vehicle was clearly in a hurry as it reached speeds of 91 mph! The driver oblivious to our police van.
"He got within feet of vehicles in front of him until they moved to the left so he could resume his high speeds. After witnessing this appalling driving the blue lights came on and the vehicle stopped.
"The driver was confused why we stopped him, saying 'I was doing 70! Maybe my speedometer is broken?'
"He had never heard of the two-second rule to judge distance while driving and as the road was wet maybe extending that distance, however the front tyre with insufficient tread would not have helped him stop if he needed to.
"To top it all off he had not been added to the insurance as he is normally teaching his partner to drive so he sits in the passenger seat."
