A former councillor for Newport, Mr Carter had also served for many years chairing the Shropshire and Telford Fire Authority.
He stepped down from politics after losing his seat on Telford & Wrekin Council in 2023.
Mark Pritchard, MP for the Wrekin said: “Eric was a long-serving and dedicated public servant who gave so much, over four decades, to the community he loved.
“Eric and I worked closely together on multiple local issues, and he was always forthright and honest in the opinions he held, which was refreshing in a world of fudge and ambivalence.
“He was a big character with a huge heart for natural justice, and giving a voice to those in the community, who had no voice.
“He held numerous senior political and community roles over the years, in which he served with dedication and professionalism. He loved his family, his community, and his country, and will be sorely missed by all who had the privilege of working alongside him. RIP Eric."
Thomas Hoof, who chairs Wrekin Conservative Association, said: “He was a titan of local politics.
“When Eric spoke, everyone listened. He will be greatly missed by his colleagues.”
Councillor Tim Nelson, leader of the Conservative Group on Telford & Wrekin Council, said: "It is with deep regret we learn of the sad passing of our friend and colleague, Eric Carter.
“Eric was, in many ways, a 'big man', he filled a room with his presence. Our thoughts and condolences are with Eric's family at this difficult time.
“Eric served the town of Newport and the wider borough for many many years. He was honoured only last year by the Chamber of Commerce and Newport Regeneration Partnership, both of which Eric had chaired with distinction.
“In more recent years Eric had become a pivotal figure as chair of the Fire Authority, where we know he had gained the respect and trust of his colleagues across the country."
Councillor Thomas Janke, Lib Dem, who won a head-to-head election between the two in 2023, sent his deepest condolences to his family.
“Having stood against Eric in two elections, I can say with certainty that, despite our political differences, he was always a man of honour and integrity.
“His wisdom and friendship on the council were deeply valued, and he leaves behind a lasting legacy.
“Eric will be greatly missed by all who had the privilege of working alongside him. My thoughts are with his loved ones during this difficult time. May he rest in peace.”
And Councillor Peter Scott said: “Sad to hear of the passing of Eric Carter. Eric was a borough and town councillor for many years and served Newport for many years, including on the Chamber of Commerce. Rest in peace.”
