Christopher Parkinson, of Office Lane, Knowbury, Ludlow, drove a Ford Transit on the A40 at Ross-on-Wye, Herefordshire on September 20 this year.

A drug test found the 38-year-old had 4.7 micrograms of Delta 9 THC - the main psychoactive ingredient in cannabis - per litre of blood. The legal limit, accounting for the possibility of accidental exposure, is 2mcg.
