It happened north of Melverley, on the road from Crosslanes to Argoed, on Wednesday evening.
Firefighters were on the scene with the water rescue team but, rather than pull the woman and child from the car, it was decided that towing them out in the vehicle with the farmer’s tractor would be the best solution.
A Shropshire Fire and Rescue Service spokeswoman said: “Crews liaised with a local farmer who ended up towing them. Then crews intervened.
“They are on dry land now and are safe and well.”
Crews from Oswestry and Baschurch were called to the scene at around 7.46pm.
A flood warning remains in effect for Melverley as well as for Maesbrook after heavy rainfall.
There are also several flood alerts in place in and around the county, including for the River Severn, the River Dee catchment from Whitchurch to Chester, River Sow and River Penk, Severn Vyrnwy confluence, River Worfe and the Tern and Perry catchments.
