Last year, Bridgnorth Town Council wrote to Sainsbury's to complain to the supermarket and appeal to it to reopen the toilets at its Whitburn Street store.
The supermarket said it would investigate the matter.
Just before the new year, in a letter to outgoing town clerk Clare Turner, Sainsbury's said the issue with the the toilets had been caused by 'misuse' and the facilities will remain closed.
In the letter, shared by the town council this week, Keziah Haire, executive officer for Sainsbury's said: "Firstly, I am sorry for the upset and inconvenience this matter has caused. Please be assured we take complaints such as this very seriously.
"This matter has been investigated and I am able to advise that the Bridgnorth store toilets have been closed due to ongoing challenges with misuse. We made the difficult decision to close the customer toilets at our Bridgnorth store earlier this year and they will remain closed.
"Our colleagues in store can help direct customers to nearby toilets.
"Once again, on behalf of Sainsbury's, I am truly sorry for any upset and inconvenience this matter has caused you and if I can be of further assistance in this matter or any other, then please do not hesitate to contact me."
