A shopworker was threatened with a knife and assaulted in an attempted robbery
Two police officers who responded to 999 calls in Montgomery, Mid Wales, were also assaulted.
The would-be robber went into the town's Spar store at about 7pm on Tuesday.
Dyfed-Powys police said the man, who had a knife, made demands for money, before assaulting a staff member.
The staff member did not hand over any money, and the robber left with nothing.
Armed police were among officers who were sent to the town from both the Dyfed-Powys and West Mercia forces.
Local people say that at one point seven police vehicles were in the town centre.
A 24-year-old suspect was arrested a short time later in Welshpool on suspicion of robbery.
While in custody, a man allegedly assaulted two officers and was subsequently arrested for these offences.
Detective Chief Inspector, Martin Slevin said: “The high volume of officers and police vehicles in the area attracted a lot of attention and concern.
"We would like to reassure the public that we are not looking for anybody else in relation to this incident, and to thank members of the public for their assistance in bringing the incident to a close.
“If there are any witnesses who have not yet made contact with us, please call the Joint Investigation Unit at Newtown on 101."
