The Allen family, from Lightmoor, had tried everything to get the seat off little Oscar's head without joy before taking him down to Wellington fire station yesterday morning.
Oscar had decided to put the plastic training toilet seat on his head and it slipped down over his neck.
His mother Kellie Marie Allen, tried in vain to get the seat off her son.
"At first he thought it was funny, but then, when he realised it wouldn't come off he started screaming," she said.
Kellie expressed her thanks to the fire crew.
