Telford care agency in special measures

A Telford-based agency providing care to people living in their own homes has been placed in special measures after it was still found to be in breach of regulations during a re-inspection.

Inspectors from the Care Quality Commission (CQC) said there were serious safety concerns at Daily Care 4 U (Telford) Ltd and have warned if the service doesn't improve it risks being shut down.

The service, which is based at the Glebe Centre in Wellington, was inspected in June when it was rated inadequate overall by the health watchdog.

But a newly-published report has revealed a re-inspection was carried out in July and regulations were still being breached.

The report says the service has been placed into special measures and will be kept under review.

It says if it does not show improvement in the coming months and there is still a rating of inadequate, the CQC can choose to begin a process to prevent the service from operating.

The report said: "At this inspection we focused on the key questions 'safe' and 'well-led'.

"We found the provider was still in breach of regulations regarding the safe treatment of people, protecting people from harm and abuse, fit and proper persons employed and ineffective quality assurance systems.

"In addition, we found them to be in breach of their duty of candour.

"This means that they were not open and honest with people when things had gone wrong."

Inspectors said they continued to have 'serious concerns' about the safety of the service and there were not effective or consistent systems in place to recognise, report or respond to safeguarding issues.

There were still problems with infection control procedures and administering medicines, according to the report.

Inspectors said risk assessments for staff had not been completed correctly and people were still at risk of being supported by staff members unsuitable to the role.

A number of different services are based at the Glebe Centre, but Daily Care 4 U was the only one covered in the CQC report.

Daily Care 4 U (Telford) Ltd was unavailable for comment.
