These Welsh protesters were in The Square, Shrewsbury, outside the old Shirehall. "Stop War Office Havoc In Wales" says one of the posters. This is one of a number of pictures of the demonstration in the Geoff Charles Collection held at the National Library of Wales. Its details are: "Images of protesters in Shrewsbury opposing more land being taken in Wales by the War Office for the needs of the army; including images of protesters carrying various posters and Emanuel Shinwell - Baron Shinwell - meeting a deputation from Welsh counties. Megan Lloyd George and T. I. Ellis are among those opposing.'' The NLW has this catalogued as January 1, 1948, which needs to be treated with caution, but it will be around then as Manny Shinwell was Secretary of State for War from October 1947 to February 1950.
