In the absence of any other information, what you see is what you get, and it looks like some sort of historical pageant. Among the clues are that there is what looks like a bishop, and some of the cast have the cross of St George. As for a date, we'll take a guess at the 1930s. But we'd love you to crack this mystery for us.
