Plans to build 47 homes near Market Drayton approved

Detailed plans to create nearly 50 homes in a village have been given the go ahead.

Shropshire Council has approved the scheme submitted by Galliers Homes to create 57 homes off Newport Road in Hinstock.

Outline consent was granted in February 2015 for the mixed residential development subject to conditions and subject to a S106 legal agreement to secure affordable housing.

The reserved matters application for the development on land to the rear of Moat House gives more details about layout, scale, appearance and landscaping.

The scheme features creating a mix of detached and semi-detached properties on a site that is currently made up of two relatively flat agricultural fields.

Hinstock Parish Council said no concerns were raised in regards to the site layout, design of houses, street scene and landscaping plans.

However, councillors agreed that a footway is essential to connect the development with Marsh Lane, as previously requested at the outline application.

Shropshire Council received four letters from local residents which raised concerns about infrastructure, sewerage, flooding and poor visibility with the proposed junction.

A report by Shropshire Council case officer Karen Townend states: "It is considered that the proposed layout, scale, appearance and landscaping of the site are acceptable and would have no adverse impact on the character and appearance of the locality or the amenity of neighbouring properties.

"A safe means of access and adequate parking and turning space will be provided and subject to conditions the proposal would have no adverse highway or ecological implications."

A statement on behalf of Galliers Homes states the site is in a sustainable location, on the edge of the existing built development, where it benefits from the existing facilities, services and infrastructure offered by the village and will provide additional housing supply.

"This is in accordance with national planning policy priorities and complies with the housing policies and those of the Shropshire Core Strategy," the statement said.

"The means of access is safe and has been approved as part of the outline consent.

"Whilst accepting it is not the function of any new development to resolve long standing highway and pedestrian deficiencies, the applicant has proposed to carry out improvement works to the existing footway to the west of Chester Road which will serve to add to the sustainability of the site by encouraging the safe use of the existing facilities in the village.

"The proposals will deliver a visually attractive development that will serve to preserve and enhance the character and amenity of Hinstock."
