A family applied for planning permission to change the former nursery at Barkers Green into a plot for three traveller pitches, a car park and utility room.
Shropshire Council's planning committee will discuss the application at a meeting next Tuesday.
Planning bosses have recommended it is given the go-ahead despite objections from the parish council and residents.
Case officer, Jane Preece, said the council should continue to consider planning applications for small traveller sites to overcome a shortfall.
Shropshire Council-owned and managed sites are currently full and there is a waiting list of about 35 applicants.
