The temporary lights appeared north of Shrewsbury, between the Montford Bridge turning and Felton Butler roundabout, on Tuesday.

Commuters said they had not seen any highways teams conducting repairs at the lights, which are near to Nesscliffe bypass, when passing in the morning.

One angry driver said: "I noticed them there on Tuesday and there weren't any workers there fixing the pothole.

"Then they were still there on Wednesday and again, no one was there fixing anything.

"We were queuing for a while and I was almost late for work."

Highways England had announced that there would be overnight work on the Nesscliffe bypass from Monday, May 17, for four weeks.

The work, being carried out to replace street lighting, is taking place between 9pm and 6am the following day and had not mentioned pothole repairs.

Highways England has since said it believed the work to be due to a "collapsed manhole cover", and that Severn Trent Water may be conducting the repairs.

A spokeswoman from Severn Trent Water confirmed the company is not working in that area and that it could be BT-related work.

BT has been contacted for more information.
