Mr Dunne had red paint thrown towards on Tuesday by a group demonstrating against the arrival of Turkish president Recep Tayyip Erdogan.
Mr Dunne said he was "just a passer-by" at the time.
"I was going past the demo, I was just a passer-by," he said.
"There was a splash of red paint on the floor, then I heard another which was much closer to me and splashed my feet and trousers and I spun around but couldn't see anyone."
Mr Erdogan began his three-day state visit on Sunday.
