Chiefs to respond on children’s services

Council bosses are preparing a response to a critical scrutiny report about finances earmarked for its children's services.

At Powys County Council cabinet, a report from the panel meeting in June was discussed, which made a number of observations and concerns over the finances of the children's service, which is trying to improve following a bad report last year.

The report stated: "There is extreme concern that from the figures given in the portfolio holder’s briefing report, it would appear that a further substantial increase in budget will be required in the region of £3.2 million in addition to the £6.1 million already allocated.

"The panel will need early assurance that this overspend situation is addressed as there is significant concern regarding the impact upon, and risk to, the council’s budget from 2019/20 and beyond.

"The panel note that unachieved savings of £1.1 million for 2017/18 and £1.2 million in 18/19 are unlikely to be achieved in the current year. We have been informed in that these savings will be ‘refreshed’ but we have little evidence to understand what ‘refresh’ might mean.

"There needs to be clarity in this regard at an early stage."

At the meeting on Tuesday, councillors noted the report, but it wasn't discussed.

The portfolio holders for finance and children's services said they were pleased with the corporate support of the council and scrutiny, and would be shortly preparing a response to the report.

In the meeting, Councillor John Morris raised concerns about reporting of the report in the media, and said the panel hadn't said that an extra £3.2 million should be spent.
