Plans to turn listed building in Newtown into flats
Plans have been submitted to turn a grade two listed building in Newtown into flats.
A change of use and listed building consent applications have been made by Mr and Mrs Cawkwell to turn the Rosemount, The Bank in Newtown into a House of Multiple Occupancy.
The building had been used as an office for D.R.E and Co accountants.
Agent Gwynfor Humphreys, explained the proposal.
Mr Humphreys said: “The building is a former dwelling, it has been used for many years as an accountancy office, this ceased in early 2019.
“No part of the original fabric of the building is affected, the works are the minimum necessary to allow conversion and thus beneficial use of the building
“The intended works will put the building to its former usage, albeit as an HMO rather than as a family home.
“The conversion will put a redundant building back to use, the new use will generate rates/council tax revenues.”
Newtown and Llanllwchaiarn Town Council have said that they support both applications.
But, there is not enough information with the application according to Powys County Council’s Built Heritage officer, Debra Lewis.
Ms Lewis said: “Whilst supportive of the principle of the change of use, I would not be able to support the current application as it has not been demonstrated that the proposal can go ahead in accordance with the submitted plans.”
“It is not considered that the Heritage Impact Assessment adequately details the proposed change of use as no details of the works required to make it a HMO and satisfy building control in respect of a change of use have been provided.
” I would therefore require further information in this regard prior to the application being determined.”
The applications will be decided by planners at a future date.
