Conor O'Shea, director of the RFU's National Academy, said: "This is a tremendous development opportunity for some of our best young players."
The squad is mainly made of players, including Kitchener, that helped England under-18s to Six Nations Festival victories over France, hosts Scotland and Ireland. Only defeat to Wales saw them fail to complete a clean sweep.
